The National Petroleum Regulatory Authority is responsible for regulating Sierra Leone’s downstream petroleum sector, including the licensing, supervision and monitoring of petroleum importation, storage, transportation, distribution and retail activities. The National Petroleum Regulatory Authority (NPRA) serves as Sierra Leone’s statutory regulator for the downstream petroleum sector. Established to ensure the safe, efficient and transparent management of petroleum activities, the Authority plays a central role in safeguarding national energy security and protecting the interests of consumers, investors and industry stakeholders.
The Authority oversees the licensing, supervision and monitoring of petroleum importation, storage, transportation, distribution and retail operations across the country. The Office of the Director General provides strategic leadership, policy direction and executive oversight for the Authority. It coordinates institutional priorities, stakeholder engagement and high-level decision-making in support of NPRA’s statutory mandate.

Fuel prices are determined using an approved pricing formula. The formula takes into account the international reference price for refined petroleum products (Platts), published by S&P Global, the exchange rate provided by the Bank of Sierra Leone, and other costs incurred throughout the petroleum supply chain.
Fuel prices are reviewed periodically to minimise the impact of short-term international market fluctuations and promote price stability.
